Background: South Asia is one of the least integrated regions globally in terms of trade and connectivity.?The intraregional trade is barely 5%  of the region¡¯s total trade. In comparison, intraregional trade share is about 60% of the total trade in Europe, 50%in East Asia and Pacific, 22 %  in Sub-Saharan Africa, 25% in the Association of Southeast Asian Nations (ASEAN). The average costs of trade within South Asia are 20 % higher relative to country pairs in the ASEAN.  Given the high connectivity and trade costs, for an Indian company, it is 15-20 % less expensive to trade with Brazil or Germany than with Bangladesh.

As we analyse the low levels of intra-regional cooperation in South Asia and highlight how trade, connectivity, and infrastructure linkages are amongst the lowest in the world, we often overlook the small but significant ways in which people of the region come together, with a great deal of innovation and fortitude and mostly in the face of significant barriers. For example, since the last 20 years, hundreds of undergraduate students have convened annually at the South Asia Economics¡¯ Student Meet to exchange academic research, and to build lasting bonds and friendships, or a South Asian symphony orchestra, or cooperation amongst scientists to address the effects of climate change. These are all small but effective examples of cooperation.

This discussion builds on such examples and explore future pathways of people-to-people connectivity, and what will it take to connect people across borders.

Naina Lal Kidwai

Chairperson Rothschild & Co, India

Naina?Lal?Kidwai is the Chairperson Rothschild & Co India and Founder of India Sanitation Coalition. Earlier, she served as the Chairperson of HSBC, India, and was the board director for HSBC, Asia Pacific.

She is the founder of the India Sanitation Coalition (ISC), a non profit established in 2015. The ISC focuses on water, sanitation, and hygiene with an emphasis on projects such as behavioral change to promote clean habits, starting with educating schoolchildren about safe sanitation and hygiene practices.? She was the first Indian woman to get an MBA from Harvard in 1982, the first woman president of the Federation of Indian Chambers of Commerce and Industry (FICCI), and the first woman to head a foreign bank¡¯s operations in India.?

Dr Pema Gyamtsho

Director General, ICIMOD

Dr Pema Gyamtsho is the Director General for the International Centre for Integrated Mountain Development (ICIMOD), a regional knowledge-centre based in Kathmandu, Nepal. He is an agricultural scientist with experience in both the political arena and development sector. He was was Bhutan¡¯s first democratically elected Minister of Agriculture and Forest from 2013 to 2018, and worked with Helvetas Swiss Intercooperation and ICIMOD earlier.

Swarnim Wagl¨¦

Member of Parliament, Nepal

Dr Swarnim Wagl¨¦ has worked as an international development professional for more than 20 years, including as the Senior Economist at the World Bank in Washington, DC and UNDP in New York, Hanoi and Colombo. He is a widely published author and has co-edited?The Great Upheaval?and co-authored the global Human Development Report titled?The Rise of the South. From 2002 to 2007. He also co-led the UNDP Asia Trade Initiative. Between 2014 and 2018, Dr. Wagl¨¦ served the National Planning Commission (NPC) in the Government of Nepal for three intermittent years, first as a Member and then as the Vice-Chair.??

Director, Regional Integration, South Asia, World Bank

Cecile Fruman?is the Director, Regional Integration and Engagement in the South Asia Region (SAR). She is responsible for fostering greater connectivity and collaborative activities amongst SAR countries.? Cecile has dedicated her career to international development across multiple geographies. She has deep experience in trade and competitiveness, strategy development, portfolio management, and partnerships. A French national, she holds an MBA from ESCP Europe, one of France¡¯s top business schools, and furthered her studies at the University of Osaka in Japan.?

Mandakini Kaul

Regional Coordinator, Regional Integration and Engagement, South Asia, World Bank

Mandakini Kaul is the World Bank¡¯s Regional Coordinator for South Asia Regional Integration and Engagement and is?based in New Delhi.? Mandakini works on issues of regional cooperation, economic connectivity, and engendered approaches in traditionally gender-blind sectors among countries in South Asia and with neighboring regions in Central Asia, East Asia and beyond. She leads high-level policy-influencing dialogue and knowledge platforms with government and non-government, and manages regional relationships with key counterparts in government, civil society, development agencies, private sector institutions and chambers of commerce, and think tanks.

Our #OneSouthAsia conversation is a part of an ongoing bi-monthly series that explores ideas for regional cooperation in economic connectivity, climate change, and human development in South Asia.  The online conversation will broadcast on the World Bank Group channels, and is a public event, which does not require pre-registration.
